Emergency and Routine Repairs in a Rental

Queensland's tenancy Act splits rental repairs into two groups: emergency and routine, and plumbing sits in both. The emergency group includes:

  • gas leaking anywhere on the property
  • the water or gas supply failing
  • a toilet that is blocked or broken
  • a water service that splits open, or one leaking badly
  • floodwater entering, or flood damage
  • an essential appliance that fails, such as a cooker, a heater or a hot water unit

Everything else is routine. The tenant tells the property manager or owner, and the work follows inside a reasonable time.

Every agreement lists a nominated repairer and their phone number, and names who takes the first emergency call. A phone call counts as the report, and a short text afterwards is good practice. Repairs needed to reach minimum housing standards count as emergencies too.

When the work is notifiable, the QBCC receives a Form 4 inside 10 business days of completion, and whoever engaged us, such as the agent, gets a copy. Our gas compliance certificates page explains that paperwork side.

Passing a Water Bill On to a Tenant

An owner can only charge a tenant for all water used when four conditions line up:

  • the home is individually metered, or its water arrives by tanker
  • the fixtures pass the efficiency caps below
  • the agreement says the tenant covers the water account
  • the owner or agent has 4 weeks from receiving the account to pass it on

Both deadlines bite. If the copy reaches the tenant late, that account is not payable. A tenant who gets the copy in time then has 4 weeks to settle it.

Only some items move across. The bulk water charge from the State and the usage charges can be passed on. Sewerage usage and fixed access charges remain the owner's.

Flow and Flush Limits Behind Tenant Water Bills

Queensland's test sets hard numbers. Cold taps inside the home, single mixers and showerheads each flow at 9 litres a minute or less. Toilets need a dual flush: 6.5 litres or under on full, 3.5 or under on half, and a 4 litre average across five flushes, one full and the rest half.

Not every tap faces the flow cap. Only cold taps above a basin, sink or laundry tub count, single mixers included. Bath taps, garden taps outside and feeds to a washing machine or dishwasher sit outside it.

Fail the caps and the billing changes. The owner or property manager pays a reasonable quantity of water, and the tenant can only be asked to cover the excess, where the home is metered and the agreement allows. The Act never defines that quantity, so both sides agree on a figure and write it in as a special term of the agreement.

What a Rental Water Efficiency Check Covers

A water efficiency check walks the fixtures past the caps:

  1. We measure flow at each indoor cold tap, mixer and showerhead against the 9 litre limit.
  2. We read the flush volumes on each toilet against the full, half and average caps.
  3. We read the water rating label on each fixture, which shows its stars and its water use, and note anything short.
  4. A licensed plumber replaces taps and toilets that fail; swapping a shower head needs no licence, provided the new one meets the standard.

We say what we find, plainly. The check comes with no certificate, no report and no sign-off, because none exists. Queensland's tenancy guidance suggests 3 stars or better on fixtures made from 2005 on, though that is guidance, not law.

Where the Renters Live

Most homes here are rented, and flats dominate the stock. Area-level approvals added just 17 dwellings in 2021-22 (ABS), so the homes tenants move into are mostly decades old. Ground-floor flats toward Welsby Street and Lamington Street sit on silty river deposits where groundwater lingers after rain, so damp and drain complaints travel between tenancies.

Access shapes every visit. Tenants hold the keys, so we settle when we come and how we get in between the tenant and the owner before anyone attends. A failing tap gets tap replacement rather than another washer swap, and a hidden loss calls for leak detection before the next bill lands.

Rental Plumbing Questions From New Farm

Call (07) 3524 7163

Which plumbing problems count as emergency repairs in a Queensland rental?

The Act's emergency list covers gas leaks, blocked or broken toilets, burst water services, failed water or gas supplies and flooding. A failed cooking, heating or hot water appliance joins that list. Everything else is routine.

Can a renter in New Farm call their own plumber for an emergency?

Yes, but only if the emergency contact on the agreement can't be reached after a reasonable wait. The tenant or the property manager may then arrange a properly qualified tradesperson, with the bill capped at up to 4 weeks' rent.

What flush volumes must a rental toilet meet?

Dual flush, with a full flush of 6.5 litres at most, a half flush of 3.5 at most, and an average of 4 litres at most. The same caps apply whenever an owner bills a tenant for the full water account.

When does a New Farm owner have to hand a tenant the water bill?

Inside 4 weeks of receiving the account. If it runs late, the tenant owes nothing for that bill. Payment is then due within 4 weeks of the tenant getting the copy.

What does a water efficiency check involve?

A plumber measures each indoor cold tap, mixer, showerhead and toilet against the rental caps, reading the water rating label on each fixture for its stars and its water use. A licensed plumber replaces taps and toilets that fall short. The check offers no certificate, report or sign-off.
